Blood on it?: Hiv & hepatitis c are transmitted by contact with an infected persons blood. No blood = no transmission. However think of all those virus and bacteria that can be passed on shared toothbrushes & other personal care items. I certainly can't imagine sticking a toothbrush in my mouth that has someone's morning crud all over it.

Not easily: Hiv would be very very unlikely. The virus dies quickly outside the body, elements in saliva provide protection from infection, you would have to have some sort of open wound, and there would have to be large # of viruses. Same is almost true for hep c except it doesn't die quite as quickly and it takes fewer viruses to infect. I do not know of any cases that have been transmitted by a toothbru.
