Neither: Having white hair at 17yo maybe unusual but not serious. Although plucking it in public is frowned upon, there is no benefit or risk from plucking a strand of white hair.

Not a bad idea. : There are many other ways to remove hair. If you have very sensitive skin this might not be the best for you.
