Could be: Some people feel that the bladder is not empty with a bladder infection, or it could just be pregnancy but it won't hurt for you to get checked. Pain on the sides sound like round ligament pain, which is normal.

Yes: Although a bladder infection is a slight possibility and you ought to get a urine culture done. The uterus sits immediately beneath the bladder, so that as the uterus enlarges it pushes against the bladder giving you that full sensation even when empty. The pains are probably just growing pains as the uterus enlarges.
