It could be but: We do not have enough information to tell you what it might be.But you have cough and difficulty in breathing in cold air.It may be bronchitis of bronchial asthma and you should have it checked by your doctor as you will need a detailed history, physical exam and if indicated pulmonary function tests etc, to make the correct diagnosis and treat it appropriately.
