Dry eyes: Dry eyes or blepharitis (inflammation of the glands along the lid edges) could be the culprit. Try some over the counter artificial tears to see if this improves the situation.

Possibly allergies: Try to stop rubbing and instead apply a cold compress or ice pack. If that doesn't give you relief try an over the counter anti histamine eye drop or an artificial lubrication eye drop. Otc oral antihistamines may work well too if you have other allergy symptoms.
