Can both your hemoglobin and iron serum levels have to be equally as low to be anemic?

No: Low hemoglobin equals anemia. Iron deficiency is only one cause of anemia. Folate (folic acid) and B12 defieicency can cause anemia in addition to other factors such as bone marrow failure.
