Dead skin: If the skin is necrosed or dead, it may appear discolored as you mention. Also whatever burned the skin could have left a little bit of a tattoo on the skin.

Simple Care best: The real question is what not to do that slows down healing. Avoid using alcohol, peroxide, hibiclens, betadine, and bleach solutions. Inflammation ( red, hot, swollen, tender) is important to healing so anti-inflammatories (motrin, advil) are bad. Cover the area with a clean dressing changed every other day and protected from trauma. Antibiotics do not help healing unless it is truly infected.

Sun damage persists: Sun damage to DNA can persist forever, long after burned skin appears healed. Epidermis (top layer ) completely sheds about every 30 days. So in a month a sunburned skin has completely peeled and regrown.
