Cumulative effect: Dichromate is probably able to cause cancer. The more exposure, the greater the risk, like smoking, with no certainties. Society needs to decide what's acceptable. Often these exposures end up in the hands of lawyers and an emotional public rather than being settled rationally, which is understandable.
