I am : Assuming you are talking about sprinting and walking alternatively for endurance and to improve heart capacity. Jeep walking until you breath better and your body feel right for the sprinting phase. With time your heart will go lower. Also I am assuming you had a good history and physical before starting your exercise program.

Heart rate: Sounds like your heart is working harder than it should to keep up with exertion. Could be a sign of heart disease, arrhythmia, lung diseas, anemia and other diseases. Please see your doctor!

Baseline HR too high: Not sure why you have resting hr of 108. That is generally not normal and if new for you needs explanation. Once that is explained will be able to tell if walking is good or not.

Resting tachycardia: Resting tachycardia should always be investigated as there can be many underlying causes (e.g. Anemia, thyroid disorder or dysrhythmias). Please see you primary physician.
