I've been less active and cleared for activity. during a regular walk at a regular walking speed my heart rate went to 139 for a second. the average bpm during the walk was 103. is it typical to get this high for a second ? does it seem safe to walk?

One cannot draw any conclusions from a heart rate of 139 that only lasted a second, if that was accurate. As has been mentioned ,if you have no symptoms walking at a heart rate of 103, I would be reassured that you're doing OK with your program. In time your heart rate will be lower with walking as you get in better shape.
