Hysterectomy and fallopian tubes removed 3 yrs ago. now peeing & wiping blood. should i be concerned?

Yes: Could be anything from a bladder infection, vaginal infection, sexual difficulties, or anal hemorrhoids (minor, and more likely) to precancerous or cancerous conditions (far less common). You should see a practitioner soon who does a lot of office gynecology.
