Normal to high,,,: Depending on the units you use these are normal to slightly elevated. Tsh being 0.4-5.0mu/l and T4 5-12 ug/dl. If these are your units of measurement, it would mean that your T4 is elevated and your TSH at low normal. This makes sense when you look at most of your symptoms which point to hyperthyroid status (high blood pressure, anxiety, high cholesterol). Hair loss is not a known issue.
