Likely virus--: "hand, foot & mouth disease." especially if vessicles / blisters painful & having fevers. Should see pediatrician for exam and symptomatic care.

.: She probably will start having fever too. Probably hand foot & mouth disease. Caused by a virus. Blisters in mouth would be painful & the child may refuse feeds. Make sure she is drinking lots of fluids, give her something cool like popsicles and avoid orange juice and spicy food. Give something soft and soothing to eat and drink. If not feeding or decreased urine or high fever consult physician.

Likely viral: Likeliest answer is hand, foot, and mouth disease, with somewhat painful small blisters is these locations. Contagious but self-limited, no treatment available or required.
