Different things: Morning glory syndrome is a problem with the development of the optic nerve. The tearing may be a nasolacrimal (tear) duct obstruction, and is likely unrelated. Most nldos with resolve by 12 months of age, but they sometimes require probing or surgery to clear the obstruction. I would recommend seeing a pediatric ophthalmologist to be sure.

Tear Duct Obstructio: Many children are born with incomplete opening of the tear duct. And most children, including both of my daughters outgrow it. Nevertheless you should see a pediatric eye md.
