For caries, yes: Fluoride is helpful for minimizing decay on any root surfaces that have become exposed due to periodontal recession. If you have a dry mouth due to medications or illness, it is very beneficial. If you don't have that issue and a low decay rate, the benefits will be less but aside from cost i see no downside to it. It won't be helpful for periodontal issues, however, so good home-care is essential.

Flouride use: If you have gum recession and have several crowns, then flouride treatment would definately help prevent future cavities from forming. Again , good hygiene and well fitted crowns are still key in long term success.
