Unlikely if there : Has been no symptoms until recently unless you had instrumentation placed and it has displaced suggesting a non healing of bone or psuedoarthosis . A small percentage of post op patients can experience hoarseness &/or swallowing issues but most are very transient and have a higher risk of occurring with more extensive procedures and ones involving disc levels at c4-5 or higher. See your surgeon.

Unlikely: You should have had a 1 year fu to make sure the neck surgery was healed and fused. If it was healed then there is no connection. If you did not have a final x-ray then there is a slight possibility that the hardware could get loose and cause a problem. Best to get an xray and rule this out first.
