Multiple causes: Abnormalities within the brain including developmental, stroke, infectious, mass lesions, and traumatic lesions. More difficult to understand are the causes that you can't see, immunologic and biochemical abnormalities in systems that have either localized or widespread alterations within the body. Then there seizures related to rapidly rising fever in a "sensitized" brain, may never re-appear.
