Time passing: In most cases, so will staring at baby's hair (or the wall for that matter!). More likely, just the time lapse after cutting (or same amount of time w/o), just allows more growth.

Not necessary: Over time the fine newborn hair will be replaced by thicker hair. There is no need for you to cut it to start the change.It happens naturally.
