Yes and NO: A pelvic exam is the process of assessing the organs of the female genitalia (internal and external) for abnormalities. Pelvic inflammatory disease is an infectious process of the internal female organs and can be assessed at the time of an exam. Std tests are usually obtained by swabbing the vagina, cervix or vulva with a q-tip like device for infections. You might also need blood tests for std's.
