The blister: Is unrelated to the drop foot. The drop foot is likely secondary to the spinal stenosis and the swelling is related to the fact you have a drop foot and hence the foot doesn't function normally so it does not pump blood back up as it no longer dorsiflexes, or moves up towards your face. I would see an orthopedic spine surgeon or neurosurgeon.
