Yes: Small/partial posterior tib tendon tears can heal. Usual treatment is a walking boot or walking cast for 6 weeks. This is followed by slow return to activities. If innefective, then longer rest period may be required or surgery to repair the tear +/- other procedures. Speak to an orthopaedic foot and ankle doctor regarding treatment and to follow your progress.

Yes: As long as the tear is not complete, treatment with a walking cast or boot is appropriate. Your best bet would be to have a podiatrist evaluate it, review the MRI and recommend treatment.
