Every spring since 05 i breakout in a rash on arms legs ears and chest it go away by fall nut re appear every year what is this. rash itch and burn.

Many possibilities: The reccurrent nature of the rash suggests something related to the seasons. Some possibilities would include an airborne allergy or sun induced eruption such as polymorphous light eruption. Without a proper examination of the rash this is only an educated guess. Your best bet is to visit with your dermatologist when you have the rash.
