Yes: The hysteroscopy will allow your doctor to see the inside of your uterus, if there is any abnormality - it will be seen and can be treated properly. The D&C is usually done as well to remove excessive or abnormal tissue which can decrease you beeding.

Yes: But first an ultrasound with an sis should be done and birth conrol pills can be used to decrease bleeding if you do not have any contraindications to taking them; if they fail then the ultrasound and possibly the hysteroscopy/operative hysteroscopy; the D&C is a bit outdated.
