White/red cold hands: You may have a condition called raynaud's phenomenon or syndrome. This diagnosis requires evaluation by your primary care physician, vascular surgeon or hand surgeon. A variety of treatments medical and surgical are available but prevention of exposure to the cold is your first line of defence. Other auto-immune diseases may co-exist with this condition and should be investigated.

Cold injury: Slow gradual warming is treatment of choice for mild cold injury (chilblains / frostbite) that you are describing. Avoid further episodes of cold exposure as tissue will be sensitive for a year or so. If this happens frequently & at temperatures that don't bother others, you may have reynauds disease - see a doctor in this case.
