ER no MD yes: Really depends on where he tore his bicep which is what he sounds like he did. If he tore it at the lower insertion based on his age he would greatly benefit from a repair as will have permanent weakness. If at the upper part this can be treated without surgery. Er won't do anything and will cost you a lot. Would advise seeing a primary care doc in next couple days to week.
