Would have to see it: You gave us a very good description. However, without actually seeing it we have no way of knowing for sure what they are, nor what treatment is appropriate. I suggest that you see a dentist for an accurate answer to your question.

Lip pimples?: One possibility is a mucocele, which is a fluid-filled cyst. This is usually harmless and eventually heals on it's own. It is often caused by trauma such as biting the lip.
However, these should be examined by a dentist to differentiate among other possible lesions.
