Yes: Filamentary keratitis is often caused by severe ocular surface problems such as chronic dryness, topical medications, eyelid inflammations, eyelid malpositions, environmental exposures that accelerate evaporation of tears. Treatment usually involves prescription medication like mucomyst (acetylcysteine) or topical steroids, and intense preservative free artificial tears, or tear ointment.

Dryness: This is usually caused by eye dryness. The course depends upon the cause - is it spontaneous or due to drug use or treatment for some systemic disease. Treatment is a series of eyedrops, plugging the drains for tear outflow (punctal plugs), therapeutic contacts, some prescription medications like steroids or Restasis and occasionally more advanced methods. See your ophthalmologist.
