Yes: Spider veins and dark patches [ we call it hyperpigmentation ] can be a sign of venous insufficiency or vein circulation issues. I would recommend you see a vein specialist to get it checked with a venous doppler ultrasound especially if you have any associated symptoms such as aching , tenderness or swelling in your legs.
