Needs to be guided b: He should be guided by his treating doctor. It takes more than one or two visits to a doctor's office to adjust the medicines(dose and number of medicines). BP medicines should not cause dizziness but high blood pressure can be the cause since, as you said, it is still remaining high. His goal should be to bring his BP below 140/90mm. Encourage him to call his doctor for further advice.
