Usually no need: First, are the "spurs" on the bottom or back of the heels? If the back, they aren't really heel spurs. If on the bottom, there is seldom a need to remove them. The pain is from the inflamed plantar fascia ligament. Settle down the inflammation and the pain goes away. You'll never know the spurs are still there.

Only surgery, but...: This is very rarely needed. Is not necessarily "bone spurs" that are causing the pain. I assume your pain is at the bottom of your heel. First step is to stay in tennis shoes with an added arch support from a sporting goods store (not drugstore). Ice to heel and gentle calf-stretching. Keep your shoes/support on as much as possible to stop the pull of a ligament from your heel that is the problem.
