my baby is one year old, he has a little bit of fever but i'm giving him tylenol (acetaminophen) and advil but his head is so hot is that normal?

Sure: Skin warmth and fever don' always correlate. Lowering fever isn't necessary unless seriously elevated (>104) or for discomfort. Fever is a natural immune response to infection. Try cool compresses (water not alcohol).
