Need for examination: It is not feasible to provide a meaningful answer without examining the "lumps". At your age the lumps are likely to be sebaceous cysts. Please see your doctor for a proper evaluation.

Penile Skin Cancer?: Most likely not. This is not a way skin cancer appears. Most bumps are either warts or hair follicles. Your family doctor can help you sort this out.
