I'm not: Clear what you mean by bottom. Base means where your penis attaches at the pubis, bottom to me means along the shaft from base toward glans/foreskin if you still have one. Testes are in the scrotum. When you have such a consern, since i can't see it, you should show it to someone that knows normal from go to the urologist.
