Fracture: They are very different things , but the soft tissue causing that injury heals sort of like a sprain. Without the x ray it is difficult to answer definitively. This may require surgery to put the bone in place or reconnect the soft tissue if it is an avulsion type injury.

2 different diags: A tendonitis of the peroneus longus is much more common unless you had a direct impact. Often an small accessory bone called the os peroneum is present on xray and is confused with a chip fracture.

Different conditions: Fracture involves the bone while sprain means that there was some kind of soft tissue injury.

If bone: Shows up on x-ray then it is a chip fracture but it is certainly possible to have combination of both. Mri may be needed and immobilization.
