Usually clears: Sounds like a blocked tear duct. This usually clears on its own by a year of age. Usually we start planning to fix it at 10 or 11 months. Try warm wash clothes and massage the area where the eyelids meet at the side of the nose.

Blocked duct: There is a tube that drains the tears from the eye into the nose. In some infants this is blocked at birth. In most, it will open up on its own by 1 year old. If it doesn't open, it can be easily opened up with a small procedure. Be patient it will likely get better.

Plumbing problem: The drainage for the tears starts at the inner corner of the eye. There is a small tear sac just below the inner corner and a tiny tube that runs downward to the base of the nose before it empties.
