Is it normal to see white sparkles when turning head to the side or moving eye to side?

No: The 2 main sources of flashing lights with eye movement are vitreous detachment and retinal detachment. A vitreous detachment is common and benign. A retinal detachment is much more serious. You should be evaluated by an eye md, especially of this is new or associated with seeing floaters.
