Not typically: I would not diagnose someone as clinical depressed if there sadness was due to cyclical hormones alone unless they exhibited other symptoms when there hormones were not active. So, if someone continued to have problems functioning in relationships and in work and the low mood, loss of interest, hopelessness, lack of concentration, sleep problems (all sx of dep) then i would look at depression.

Depression: Hormonal changes can lead to clinical depression if severe enough & presents with neuro vegetative signs/symptoms, usually labeled as organic mood disorder.
