Basically no: If you mean the BP one measures with the cuff around your arm, this will never cause ruptured veins! ruptured arteries yes especially in the brain. If you have severe liver problems there is a condition called portal vein hypertension. This increased pressure can cause veins to rupture especially in the esophagus.
