Yes: For the best depth perception, you must have good vision in both eyes. You can have some depth perception with good vision in one eye and moderate vision in the other. You have no depth perception if there is poor vision in one eye.

Yes: Depth perception, (stereovision) requires good input from both eyes. If one eye is severely blurred, true depth perception is not possible.
