2 reasons: Three seperate causes in my opinion. The first is almost no use of birth control (ie condoms). The second is that virtually all males are uncircumscribed. Hiv virus has an affinity for langerhans cells in the foreskin epithelium in males. Thirdly....The unavailability of HIV meds..So its an epidemic without the availability of treatment.
