Ask your ortho doc: If you had recent surgery it's best to discuss with your orthopedic surgeon as they often prefer to work with specific physical therapists that are familiar with their precautions/preferences etc.

There is no best: There is no best physical therapy clinic in any geographic location. Ask your surgeon who he/she likes to use for patients after having this surgery. If you don't get an acceptable answer then start at the major teaching institution such as ucsf.

Shoulder ligaments: Good rehabilitation of this surgery is critical to the outcome. One undergoes graded increase in motion and strength while the repair heals. The tricky part is to progress wth both without damaging the repair. Thus one needs to be in the hands of an experienced shoulder physiotherapist. Ask your surgeon to make the referral
