Breast cancer: The average is 1 out of 8. I don't know how you arrived at 17%. If you haves sisters, aunts or your mom has had cancer then you are at higher risk. If you have specific syndromes linked to genetic mutations like lynch syndrome or if you are braca + or bart + you are at increased risk.

Yes: You should seek out a high risk breast program and/or genetic counselor so that your risk can be accurately assessed. The reasons for this 17% need to be sorted out. Once an evaluation and true risk completed, medications can be used to lower your risk.
