No: The diagnosis of bipolar disorder is earned when someone has a manic or hypomanic episode. Some people have bipolar disorder without ever having gotten depressed, but this is rare. Some people have what we call a hyperthymic temperament and they are not technically manic or hypomanic because this is how they are most of the time. That's not bipolar disorder, which requires a cyclic course.
