Unlikely: There are some vascular problems that can have fragile tissues- arteries and veins, but hy are unusual: marfan, ehlers- danlos etc.

Nol: There is no association between hand veins bursting and having aneurysms. Aneurysms tend to run in families and especially male dominance. However, aneurysms can occur in females and without any family history. Bursting veins in hands are usually due to trauma or to medications.
