Can irregular cycles have an impact on the amount of hcg released and therefore cause a false negative pregnancy test?

No: Irregular cycles do not impact HCG levels but do result in inaccurate estimation of length of pregnancy and so if pregnancy test done too early after conception, maybe negative.
