How badly can eyesight need to be before someone is classed as 'visually impaired'?

Depends: There are different degrees of impairment. Legal blindness is best corrected vision of 20/200 or worse in the best eye or visual field constriction of less than 20 degrees. To operate a car, you must have 20/60 or better vision in your best eye. Impairment depends on the context.
