Full growth: As long as her periods have started her growth is just about over.

Depends on variables: By 16 most girls are at the end of their linear growth & their growth centers are closing. Your sister is likely to grow only 5-6 cm or 2.5 in after starting her periods. If delayed, there may be more time, but if this happened at the normal time she's likely near the end of her growth.An xray of her hand can tell if her growth centers still show more potential.
