More information will be required to make an informed decision for you. Position of the ulcer? Previous treatments? Do you have an equines deformity or severe tightness of the tendon in question that has failed to be stretched ? A second opinion doctor might be appropriate to allow a complete history and exam to answer you.

Depending upon the cause of your neuropathy, any technique that could help the ulcers heal, prevent an infection, and ultimately avoid an amputation would indeed be of value. You might want a second opinion prior to doing some unorthodox procedure.
