Im 19 years old male. im 166cm and id like to be at least 169cm because i play soccer. what can i do to achieve this? and can i still grow 3cm taller?

At 19 most males have finished growing taller. An x-ray of your wrist/hand can be studied for open growth centers & if some remain open you can grow taller. If all are closed you are done. Growth of less than 5 cm in the past year means your growth is near the end, if no growth taller in a year you are done. No meds/diet/exercise will add height after growth centers close.
