Genital warts are surface dwellers, whose roots don't reach deep enough to blood vessels to trigger the normal immune response to viruses. That gives them the two or so years it usually takes for your immune response to eventually kick them out. In some cases they persist much longer. They can be removed for you (frozen, laser, chemicals).
